On February 16 and 17, 2023, the delegation in charge with acting head of the Center for Countering Disinformation, Andrii Shapovalov, made a working visit to Japan. Andrii Shapovalov and the deputy head of the Center’s Department for Countering Informational Threats to National Security, Anait Hoperia, held a series of working meetings with the heads of the Intelligence and Research Agency (Cabinet Intelligence and Research Office), which operates as part of the Prime Minister’s Office; Intelligence and Analysis Service of the Ministry of Foreign Affairs; the unit for countering disinformation of the Ministry of Defense; National Security Intelligence Agency (Public Security Intelligence Agency).
During the visit, there was an exchange of work and experience with representatives of the mentioned Japanese institutions. Thus, the Center’s experts presented their achievements in the fight against disinformation and discussed the possibility of cooperation in creating technical capabilities to counter information threats. It was also discussed the need to define the terminological system of the field and its legal international status for the possibility of prosecution for “information terrorism”.
Representatives of Japan have defined disinformation as a threat to national information security, therefore they see the need to unite the efforts of partner countries to counter it at the global level.
