How kremlin organizes information operations in Europe

Documents have been made public that demonstrate that the kremlin is coordinating large-scale hybrid operations in Europe aimed at discrediting Ukraine and fomenting internal conflicts in EU states.

As noted in documents, obtained by Delfi Estonia journalists and passed on to the international network of investigative journalists OCCRP, the “Agency for Social Design”, which is subject to sanctions, is used to organize such operations. Its activities are directly controlled by officials of the russian president’s administration.

The published files revealed meticulous planning of hybrid attacks for 2025–2026: from the dropping of pig heads near mosques in Paris and the desecration of the Holocaust Museum to a plan to desecrate the monument to Charles de Gaulle allegedly on behalf of “Ukrainian nationalists”. There is also information about a project to spread a fake about the “elite real estate of the President of Ukraine”, which is described in the documents as a “successful campaign”.

The investigation clearly demonstrates the enormous scale and systematic nature of the russian network of covert influence in Europe. The involvement of agents recruited abroad in conducting the kremlin’s information operations creates a long-term hybrid threat, which requires European countries to strengthen control over structures associated with russia.
