russia expands the scale of AI-driven attacks
The European External Action Service (EEAS) recorded 540 cases of information manipulation in 2025. Of these, 147 involved the use of artificial intelligence—three times more than the previous year. Ukraine was the primary target (112 incidents). France, Moldova, Germany, the United States, and other countries were also targeted.
▫️ Approximately 30% of the recorded interference is attributed to russia. At the same time, a significant portion of sources remains unidentified. However, the report’s authors note that much of this “grey zone” may also be linked to russian influence networks.
▫️ The report emphasizes that russian actors have fully mastered AI tools. This allows them to create content faster, scale campaigns, and reach wider audiences at lower cost. The scale of such operations is expected to grow further in 2026.
Since the start of the full-scale invasion in 2022, information manipulation has become one of the key instruments of russia’s hybrid war against Ukraine. According to EU assessments, russia spends billions of euros on such operations and remains the largest source of disinformation campaigns globally.
The Center records numerous fakes and disinformation injections on a daily basis, including those generated with the use of AI, which are widely disseminated across the information space.
