A personal spy in a smartphone – a “bonus” from the “russian world”
Starting from September 1, 2025, the occupiers will mandate the installation of the Max messenger from the vk holding on all new smartphones — not only for russians but also for residents of the temporarily occupied territories (TOT).
▫️To register, a russian or belarusian phone number is required, and identification is mandatory. The messenger not only collects data (such as IP address, user activity, and location) but also reserves the right to share this data with third parties and government agencies. It has access to the user’s contacts, microphone, camera, and files — and can transmit this information to the state authorities without a court order.
▫️The messenger does not use end-to-end encryption, making it a tool for the authorities to increase control over citizens.
The Center previously reported that Max is mandatory for obtaining e-signature documents for russian state services.
▫️The aggressor state has banned platforms and messengers such as X, Instagram, and Facebook — those outside of its control.
The kremlin is systematically restricts freedom in both russia and the TOT, establishing maximum control under the banner of “digital sovereignty.” The mandatory use of the “sovereign messenger” allows not only to spread war and hatred propaganda more effectively, but also to increase surveillance of the TOT residents to suppress any signs of “disloyalty” and resistance.
