Fake Document Claiming Amendments to Ukraine’s Electoral Code
Enemy Telegram channels are spreading an image of a fake document allegedly showing changes to Ukraine’s Electoral Code.
The document falsely claims that Ukrainians living abroad are no longer allowed to vote in presidential elections.
This is false and manipulative—no such law exists. There are no references to any such amendments in the official legislative database of the Verkhovna Rada or on the website of the President of Ukraine.
The forged “document” deliberately distorts articles and clauses to create a false impression.
▫️ For instance, it misrepresents Article 7, Part 7. In reality, this clause only applies to local elections, in which Ukrainians abroad indeed cannot participate. However, they retain full voting rights in presidential elections.
▫️ The fake also claims that Article 181, which defines how votes are counted in the foreign electoral district, has been “repealed.” This is untrue: the article remains in force and regulates the counting of votes from overseas polling stations.
The purpose of this fake is to undermine trust in Ukrainian authorities, incite internal discord, and demoralize society. This is a typical example of an information attack by russia.
