The failure of “import substitution” was recognized by the russian government. russian prime minister mishustin called on russians to more actively implement “reverse engineering” – that is, to copy and adapt foreign technologies for their implementation in the russian federation.

russia has lost opportunities for innovative development due to technological degradation and sanctions imposed due to the war against Ukraine. So now it is forced to return to Soviet practice: stealing other people’s technologies, passing them off as its own, at the behest of the kremlin.
