The center participated in the meeting of foreign ministers in the format “Ukraine — Moldova — Romania”
The Center for Countering Disinformation participated in the fourth meeting at the level of foreign ministers in the format “Ukraine — Moldova — Romania” with the participation of Andriy Sybiga, Mihai Popșoi, and Oana Țoi, which took place in Chernivtsi on August 8, 2025.
▫️ Polish and Lithuanian foreign ministers Radosław Sikorski and Kęstutis Budrys joined the discussion online.
▫️ The parties discussed key aspects of regional security amid ongoing russian aggression, including ensuring a just and sustainable peace; security in the Black Sea and Baltic Sea and the Danube region; development of trade and economic cooperation; European and Euro-Atlantic integration; energy security; strengthening border infrastructure and logistics routes. Special attention was paid to issues of strategic communications, cyber defense, countering disinformation, and attempts by russia to interfere in the internal affairs of independent states.
▫️ The Center was represented at the meeting by the head of the Department for Countering Information Threats to National Security, Kyrylo Viktorov, who informed about Ukraine’s experience in countering the aggressor’s disinformation campaigns, spoke about the key areas of the Center’s activities, and emphasized the importance of international coordination in combating hybrid threats.
As a result of the negotiations, the parties agreed on further institutionalization of the format, which will now have the official name “Odessa Triangle” in honor of the city where it was initiated in 2022. Agreements were also reached on the appointment of regional coordinators, determining the regularity of meetings, and developing joint projects. The meeting concluded with the signing of a joint statement by the foreign ministers of Ukraine, Moldova, and Romania.
