The information that the President of Ukraine Volodymyr Zelenskyy signed a decree on the construction of a large-scale memorial in honor of the leaders of the UPA in Volyn is a russian fake.

Through a network of anonymous accounts in social networks, a fabricated news story, stylized as the material of the international TV channel France 24, is spreading. It claims that Volodymyr Zelenskyy allegedly signed a decree on the construction of a memorial complex in honor of the leaders of the UPA near Lutsk in Volyn. Propagandists claim that the project worth 70 million euros will be financed by the European Union, and the construction itself will probably start on July 11, the day when Poland commemorates the victims of the Volyn tragedy.

In fact, this story is completely fictional. The management of the English-language editorial office of France 24 officially confirmed that the channel never created or aired this material. The “presidential decree” shown in the video is a fake: the document with this number has a completely different meaning. Also, the context of the real draft law No. 15360 was used to create this lie. However, this document concerns the creation of a national Pantheon in Kyiv to honor outstanding figures of Ukrainian history of various eras, and not the construction of a separate UPA complex in Volyn.

russia’s goal is to undermine the unity between the two peoples, provoke political tension between Kyiv and Warsaw, and reduce the level of support for Ukraine from Poland.

This launch is part of a large-scale russian information operation aimed at destabilizing Ukrainian-Polish relations. The use of fake videos and logos of international media is a classic tool of the russian disinformation network matryoshka, whose involvement in this campaign was previously reported by the Center.
