During a speech in the kremlin to military academy graduates, vladimir putin stated that NATO is allegedly “preparing for war with russia”. It’s indicative that he expressed these theses about the “aggressive policy of the West” and the “need for self-defense” to people who will soon become the backbone of the russian army’s command structure.
Thus, the dictator effectively outlined the state’s course and gave a direct instruction to the future military elite: their service will be subordinated to a potential war with the Alliance.
