How Russian authorities shift responsibility for war veterans onto business
russian authorities often talk about their “care” for veterans of the war against Ukraine, but in practice, these initiatives often amount to shifting the responsibility for their reintegration onto others.
▫️ For example, in russia’s vologda region, starting September 1, businesses with more than 100 employees will be required to allocate 1% of jobs for war veterans. The regional governor says this applies to over 450 companies and is threatening fines for those who don’t comply.
With this move, the authorities are trying to kill two birds with one stone — to publicly demonstrate “support” for veterans while also addressing workforce shortages. In reality, however, this initiative is likely to burden businesses, which are already struggling under russia’s current economic conditions.
▫️ The central government is also using similar tactics. It has offloaded a significant share of war-related costs onto regional budgets — including bonus payments for new recruits, medical care for the wounded, and even the construction of cemeteries for the dead.
