Why does russia needs a census of agricultural lands in the TOT of Ukraine
kremlin plans to conduct a land census of agricultural areas in the occupied territories of Ukraine. A corresponding tender has been published on russia’s government procurement website.
▫️The land registry will include data from the year 2002 — before Ukraine implemented its land reform. russian authorities insist that using more recent data is “undesirable” because it would legally confirm private ownership of land by Ukrainian citizens.
Through this land inventory, russia aims to achieve several goals: to incorporate the occupied territories into its administrative system, to give a false sense of “legitimacy” to the occupation, and to justify the ongoing theft of Ukrainian grain since the start of the full-scale invasion.
This move also creates another tool of pressure against Ukrainians living under occupation, putting landowners at risk of losing their property if they are deemed disloyal.
Any actions by the occupying forces regarding Ukrainian land or property of Ukrainian citizens are legally null and void and carry no legal consequences.
