The Center participated in the Kyiv International Cyber Resilience Forum 2025
The head of the Center for Countering Disinformation, an officer of Ukraine’s Defense Forces, Andrii Kovalenko, participated in the Kyiv International Cyber Resilience Forum on March 11.
▫️ Speaking at the panel discussion titled “Building Global Resilience Against Evolving Hybrid Threats and FIMI,” Kovalenko emphasized the need for Europe to rethink its approach to countering hostile disinformation.
▫️ According to him, Ukraine and Europe must confront destructive information campaigns not only through threat analysis and forecasting but also through joint proactive actions—mirroring and firm responses, including within the adversary’s information space.
▫️ “We need a Western information barrier because the information war has no borders. We must jointly target those who harm national interests and conduct special information operations against Ukraine, Europe, and the Western world. Information forces as a component of military structures are the norm of the future. After all, russia has long integrated propaganda into its military structures,” Kovalenko stated.
▫️ The discussion also featured Yuliia Dukach, Head of Disinformation Investigations at OpenMinds; Josef Schroefl, Deputy Director CoI Strategy & Defence at the Center of Excellence for Countering Hybrid Threats; Andrii Nadzhos, Deputy Minister of Culture and Strategic Communications of Ukraine for European Integration; Andrii Yusov, Representative of the Defence Intelligence of Ukraine; and a representative of the SSU.
