On October 25-27, 2023, representatives of the Center for Countering Disinformation took part in the FIMI-Ukraine training.
The participants of the training were presented with the approaches of the European External Action Service (EEAS) to countering the threats of foreign information manipulation and interference (FIMI), including disinformation, as well as the structure, objectives and principles of the EEAS Strategic Communications Unit (EEAS STRAT.2).
The participants discussed how to counteract FIMI using political and diplomatic methods, and strategic and proactive communications.
The participants of the event learned about the differences and similarities between FIMI in different countries and regions, as well as systems for detecting early stages of FIMI incidents, analyzing them, and methods and tools for countering them.
Representatives of the CCD reviewed the “First report of the European external action service on the threats of external information manipulation and interference: the path to the foundations of network defense”, which was published in February this year.
The training participants gained skills in describing real FIMI incidents in accordance with STIX (Standard Threat Information eXchange), a standard language for exchanging threat information, as well as the principles of data exchange with partners to increase situational awareness and effective joint defense using the Open CTI platform.
