Centre and Swedish Research Institutes sign Memorandum of Cooperation

On July 14, 2025, the Head of the Center for Countering Disinformation, Officer of the Ukrainian Defense Forces Andriy Kovalenko, held a meeting with Carl Hite, a representative of the Research Institutes of Sweden (RISE).

▫️During the meeting, which was also attended by Nemo Storstjorm, a representative of the Swedish Psychological Defense Agency, the Center and the RISE signed a Memorandum of Cooperation.

▫️The parties discussed current challenges in the field of information security. In particular, they talked about the cognitive warfare that russia is waging against the West, and the need to focus on cognitive operations against russia.

▫️According to Andriy Kovalenko, russia is waging an information war aimed at weakening Ukraine and dividing the European Union. russian propaganda is highly dynamic and constantly adapts to new contexts. Since 2024, russians have been actively using modern digital technologies, artificial intelligence, and complex bot networks to create information chaos and impose their agenda.

▫️Therefore, he believes that the West must act decisively, developing its own counter-narratives and information operations to counter disinformation. To achieve the best results, more active, proactive, and strategic actions are needed, he stated.

▫️The Head of the CСD thanked the Swedish side for fruitful cooperation on issues related to increasing media literacy, exposing enemy disinformation, and steadfast support for Ukraine’s sovereignty and territorial integrity.
