Ukraine has a unique environment that allows not only to develop innovative methods of countering disinformation, but also to test them in real time. This was emphasized by Andriy Shapovalov, Acting Head of the Center for Countering Disinformation at the National Security and Defense Council of Ukraine, in his speech at the International Conference on Countering Information Threats held in Baltimore, USA.
During the conference, participants discussed the main disinformation campaigns of russia against Ukraine and the world, as well as ways to prevent them.
Andriy Shapovalov shared with the participants the Center’s experience in the hybrid war with russia.
In particular, during the panel discussion, Andriy Shapovalov spoke about the technologies used by the Center to monitor and map the information environment, and shared the Center’s practical experience in strengthening information security and countering disinformation, including the concept of cyber challenges.
“Cyber challenges are a vicious circle of continuous emergence of new elements of a network of coordinated inauthentic behavior that depletes our time and financial resources, while not causing any losses to the latter,” he said, adding that such duplicate disinformation resources multiply exponentially as soon as one of them is blocked.
Andriy Shapovalov emphasized the importance of combining the efforts of all relevant government agencies and the public to develop a unique algorithm for countering disinformation and cyber challenges.
“We propose to unite around the development of an algorithm to prevent the emergence of fake accounts on social media platforms. After all, Ukraine has a unique environment that allows not only to develop innovative methods of countering disinformation, but also to test them in real time,” he emphasized.
