The document was signed by Commission Chair Oleg Didenko and Head of CCD Andriy Kovalenko.

The memorandum aims to combine efforts to establish communication during the organization and conduct of elections, when conditions are appropriate, to improve citizens’ media literacy, and to jointly counter information threats, including foreign interference.

The parties will cooperate in the following areas:
▫️identifying and countering disinformation, and jointly raising awareness in this area;
▫️exchanging open-source information;
▫️organizing and holding working meetings, communication events, and exchanging experiences;
▫️engaging experts to provide consultations.

💬“Our common goal is to ensure an independent, democratic electoral process in the future—one that will need to be protected from outside interference. russian intelligence agencies are actively operating in the information sphere and interfering in the elections of other democratic countries. Therefore, we face major challenges, which will also be unique,” emphasized Andriy Kovalenko.

The CEC Chair noted that the Commission and the CCD are already cooperating in a number of areas, and the signing of the memorandum formalizes this process and will help deepen cooperation in identifying, responding to, and countering challenges and threats in the information sphere.

💬“It is clear that the aggressor will not disappear, and the goals it fails to achieve on the battlefield, it will attempt to realize through hybrid interference and information campaigns during post-war elections in Ukraine. This issue concerns the entire state, not just the Central Election Commission. Therefore, it is very important that other agencies are aware of this. It is commendable that the CCD is actively working to protect Ukraine’s information space from hostile influences. I hope for effective coordination and a unification of efforts to counter common threats,” emphasized Oleg Didenko.
