russia is intensifying its efforts as part of an information operation surrounding the energy situation in Ukraine. The campaign has reached new peak levels amid the negotiations in Abu Dhabi.
▫️ Systematic monitoring of the information space confirms a sharp increase in the activity of hostile networks — both automated bots and coordinated groups operated by real individuals.
A key tactic remains “hyper-localization.” russia is actively using pseudo-regional channels and communities that imitate local news outlets. Some of these channels are now focused exclusively on energy-related issues, directing all their resources toward amplifying this topic and destabilizing public opinion.
▫️ The central narrative of the campaign is the shifting of responsibility onto the Ukrainian authorities for the consequences of russian strikes. In parallel, the idea is being promoted that alleged concessions by Ukraine during negotiations could resolve electricity supply problems. In this way, the adversary seeks to transform humanitarian blackmail into political pressure on the Ukrainian government.
▫️ A separate line of effort involves the systematic discrediting of the work of local authorities, emergency services, and volunteers in addressing the humanitarian consequences of the attacks. In particular, the campaign against the so-called “Points of Resilience” continues, with attempts to portray them as ineffective or even dangerous in order to undermine public trust.
▫️ Against this backdrop, well-known russian propagandists have become more active, publicly justifying strikes on Ukraine’s energy infrastructure. They openly acknowledge that russia’s goal is to create a humanitarian catastrophe, which they claim is the only way to “force Ukraine into peace.”
