CCD held Countering FIMI Weekend in Lviv

On October 25–28, the Center for Countering Disinformation, together with the Swedish Psychological Defence Agency, held a four-day “Countering FIMI Weekend” training seminar for Ukrainian civil servants.

The program included intensive sessions aimed at developing resilient approaches to counter hostile informational influence and leveraging artificial intelligence to strengthen psychological defence amid modern threats. Among the speakers were experts from the United Kingdom and Sweden, who shared the latest approaches to analysing informational threats and practical tools to counter FIMI (Foreign Information Manipulation and Interference).

The event was opened by representatives from the Information Threat Analysis Cell at the UK’s Foreign, Commonwealth & Development Office — Simeon Welsby and Hugo Jones, who presented an overview of FIMI in a global context and highlighted key threats to information security. Another presentation was delivered by James Pamment and Björn Palmertz from Sweden’s Psychological Defence Research Institute, introducing a psychological resilience-based approach to countering manipulations. Another key session was led by Carl Heath, Senior Researcher at the RISE Research Institutes of Sweden, which examined the capabilities of generative artificial intelligence in enhancing security as well as the risks associated with its use for manipulation.

The concluding Q&A panel brought together speakers and participants for an open dialogue, allowing for a deeper analysis of the knowledge gained and fostering a shared vision for future collaboration to enhance Ukraine’s information resilience.
