russia continues to invest significant resources in the ideological indoctrination of young people in order to cultivate loyal elites in the temporarily occupied territories (TOT). One example is the kremlin’s large-scale personnel program, “Territory of New Opportunities.”
▫️ Occupation-controlled resources report that more than 2,700 residents of the TOT have applied to participate. The program promises training sessions and mentorship from russian instructors and officials. Its declared objectives — “countering historical fakes” and “engaging youth in socially beneficial activities” — clearly reveal the kremlin’s true intentions.
▫️ Under the guise of “education,” the occupiers are attempting to artificially create a network of local opinion leaders who will eventually be integrated into the power structures of the TOT and act exclusively in moscow’s interests. Through lectures on “historical truth,” young people are being indoctrinated with russian imperial myths while Ukrainian cultural and historical narratives are systematically erased.
The occupiers present such programs as a demonstration of concern for young people in the TOT and as an opportunity for “social mobility.” In reality, however, the kremlin is simply using young people as a tool to consolidate its geopolitical influence.
