This is a typical tactic of kremlin propaganda. By regularly and without evidence accusing Ukraine of crimes against the population of the TOT, the kremlin is trying to justify the occupation and shift attention away from the systematic crimes committed by the russian army in the occupied territories.
In reality, responsibility for the humanitarian situation in Ukraine’s temporarily occupied territories lies exclusively with russia, which launched the war of aggression and illegally occupied Ukrainian territory.
This is also stated in a report by the UN Human Rights Monitoring Mission in Ukraine, which noted that under international law, an occupying power is obliged to ensure the population’s access to food and medical supplies and facilitate the provision of humanitarian assistance.
