Why russia Allowed Stateless Persons to Sign Contracts with the Ministry of Defense
The kremlin is seeking alternative ways to replenish its massive personnel losses in the war against Ukraine. From now on, stateless individuals will be allowed to serve in the military under contract. The russian government has approved the relevant draft law.
As of March, there were approximately 5,000 stateless individuals residing in russia. In exchange for signing a contract, they are promised a fast-track path to russian citizenship. These individuals will only be allowed to sign contracts for positions at the rank of private or sergeant.
The russian authorities are aware of how unpopular the idea of mass mobilization is. The practice of “meat assaults” requires a large number of infantry troops, who are rapidly running out. Therefore, the russian regime is looking for alternative ways to replenish its ranks — including by recruiting stateless individuals.
