russia has legislatively enshrined its refusal to recognize the decisions of international courts
On December 29, 2025, putin signed a law allowing russia to ignore verdicts from international criminal institutions if russian federation did not participate in their creation or sign relevant treaties.
This primarily concerns the International Criminal Court (ICC) in The Hague. russia withdrew its signature from the Rome Statute back in 2016. In March 2023, the ICC issued arrest warrants for vladimir putin and maria lvova-belova for the illegal deportation of Ukrainian children. The new law is an attempt to legally insulate the kremlin leadership from international accountability for war crimes.
kremlin portrays international courts as “tools of the West” used to pressure the russian judicial system and interfere with its sovereignty. By doing so, it attempts to discredit the very concept of international law and promote a narrative of its “optionality.” This rhetoric is an element of hybrid warfare aimed at undermining trust in mechanisms for holding individuals accountable for crimes against humanity.
russian ministry of justice has openly stated that the law is directed against the creation of a Special Tribunal for the Crime of Aggression against Ukraine, which is currently being formed under the auspices of the Council of Europe. russia has pre-emptively labeled the tribunal “unlawful.”
russia’s refusal to recognize international justice is a clear signal that moscow does not plan to stop its aggression or take responsibility for its actions. This further underscores the urgent need to strengthen sanctions, launch a special tribunal, and ensure the personal accountability of members of the kremlin regime.
