Experts of the Center for Countering Disinformation, a working body of the National Security and Defense Council of Ukraine, discussed the role of artificial intelligence in spreading disinformation

Specialists of the Center for Countering Disinformation, a working body of the National Security and Defense Council of Ukraine, took part in the expert discussion “Deepfake News – artificial intelligence and disinformation as a challenge to multilateral policy”, held on December 7, 2021, at the initiative of the OSCE representative on freedom of the media. International experts discussed the conditions for free expression and pluralism in the media in the current socio-technical context of online disinformation.

The overwhelming majority of experts noted that artificial intelligence allows for the malicious creation and large-scale dissemination of disinformation, but at the same time can be an effective tool for detecting fakes and disseminating reliable information. Large online platforms use artificial intelligence to increase user engagement through sensational and controversial content that is misleading. However, it is artificial intelligence that helps large online platforms reduce the role of potentially dangerous falsifications and fight the spread of disinformation online.

The following experts took part in the discussion:

Susie Alegre – international human rights lawyer, Doughty Street Chambers;

Kyle Matthews – Executive Director of the Montreal Institute for Genocide and Human Rights Studies (MIGS) at Concordia University;

Chloe Colliver – Head of Digital Policy and Strategy at the Institute for Strategic Dialogue;

Courtney Radsch – technology and human rights expert, independent media outlet;

Maria Donde – Head of International Content Policy at Ofcom (UK media regulator);

Asha Allen – Director of European Advocacy, Online Expression and Civic Space at the Center for Democracy and Technology (CDT);

Sarah Andrew – Legal Director, AVAAZ Foundation;

Alan Rusbridger – Head of the Reuters Institute for Journalism, member of the Facebook Oversight board.
