The National Security and Defense Council of Ukraine and the Center for Countering Disinformation, a working body of the National Security and Defense Council of Ukraine, have developed a glossary of names, terms and phrases recommended for use in connection with the temporary occupation of the Autonomous Republic of Crimea and certain districts of Donetsk and Luhansk regions by the russian federation.
The glossary consists of five sections:
General terminology.
The temporarily occupied Autonomous Republic of Crimea and the city of Sevastopol.
ATO/JFO in ORDLO.
Terminology related to propaganda and the policy of historical memory.
Terminology related to other countries.
Each section contains fakes/clichés used by russian propaganda and their recommended equivalents.
For example, it is suggested to use “temporarily occupied territories” instead of the term “annexed territories”, to call the “Ukrainian-russian conflict” the “russian-Ukrainian conflict” or “russia’s armed aggression against Ukraine”.
It is also recommended that the “blockade of Crimea” be called “temporary cessation of trade, electricity and water supply,” the Kerch Bridge be called the so-called Crimean Bridge, “DPR/LPR” be called ORDLO, state entities under occupation be called “occupation administrations,” the “special status of Donbas” be called “special order of local self-government in ORDLO,” and “forced migrants” be called “internally displaced persons.
The Glossary is recommended for use by state and local authorities, diplomatic missions of Ukraine, mass media, and civil society organizations.
