▫️ These claims were voiced by vitaly ganchev, the kremlin-appointed “governor” of the occupied part of Kharkiv region. He is trying to convince the russian audience that massive attacks on the city are “fully justified” and supposedly target “military facilities.” This is a classic kremlin fake about “Ukrainian troops using civilians as cover,” aimed at concealing the fact of systematic terror against Kharkiv residents.
In reality, the strikes on Kharkiv are deliberate attacks on critical and residential infrastructure that cause civilian casualties and massive destruction. Such narratives are part of the kremlin’s information warfare — an attempt to shift responsibility for its own war crimes onto Ukraine.
