russian prosecutor general’s office proposes sending teenagers caught bullying to temporary detention centers for juvenile offenders. These are special institutions where children are held in semi-prison conditions and undergo “individual preventive work.”
▫️ Despite the declared goal of combating bullying, such punitive measures could serve the function of filtering and re-educating teenagers prone to violence, who could later be recruited into the military or law enforcement.
▫️ Prison-like discipline, isolation, and control allow for breaking the will, crushing character, and creating obedient performers — an ideal combat unit for a militarized state.
A criminal record from being held in such centers usually blocks young people’s access to quality education or a professional career, but it does not prevent them from joining the army. In this way, under the guise of combating childhood cruelty, the regime is actually tightening control over youth and creating new mechanisms for “soft militarization.”
