War criminals are the new elite of Russia: Evgeniy Viltsan

Evgeniy Viltsan is a Russian officer involved in the armed aggression against Ukraine. Ukrainian intelligence identified Viltsan as one of the participants in the full-scale invasion of Ukraine by Russian forces. He served in the 291st Artillery Brigade of the 58th Army of the Southern Military District of the Russian Federation, holding the position of Deputy Chief of Staff of the Missile and Artillery Division of the Combined Arms Army.

His unit was among those that invaded Ukraine’s southern regions in 2022 and carried out massive artillery strikes on Mykolaiv during the early weeks of the full-scale war. These attacks destroyed civilian infrastructure in the city and caused civilian casualties.

During his military service, Viltsan received three Orders of Courage, the Suvorov Medal, and the Medal for Courage.

Currently, Viltsan is a participant in the Kremlin’s “Time of Heroes” program, a platform aimed at forming the so-called “new elite of Russia.” He is being prepared for an official position and has been “attached” to the governor of the Bryansk region, who, under Moscow’s directive, is teaching military personnel the intricacies of regional governance. Viltsan actively participates in public events with the governor, including a ceremony to award combat veterans’ certificates to members of the Wagner PMC.
