The Center has recorded an enemy information campaign urging residents of Kharkiv and the region to apply for passports and move to russia, even though the russians lack the forces to attack the city.

With such messages, russian propaganda aims to create the impression that there is a demand for citizenship of the aggressor state in the Kharkiv region. However, data from other temporarily occupied territories show that the local population seeks to avoid obtaining russian passports. Those who want to move to russia have to endure abuse and humiliation in filtration camps.

Amid massive shelling, the enemy is also trying to create the illusion of caring for the population of the Kharkiv region and a readiness to “welcome them into the fold of russia.” Additionally, the narrative that “Ukrainians and russians are one people” is being promoted to justify russia’s aggression against Ukraine.
