Shifting responsibility as a mechanism of disinformation campaign
The easiest way to avoid negative consequences is to shift responsibility to someone else. Therefore, propagandists often use this technique to prevent the international community from condemning their actions.
Example:
Russian troops use a missile attack to destroy a shopping center in Kremenchuk, where a large number of civilians were staying.
Realizing that the missiles did not hit a military facility, which contradicts the “purpose of the special operation,” the occupiers disinform:
“Kyiv has organized another provocation in Kremenchuk. Ukrainian militants set fire to an empty shopping center, where, according to Ukrainian propaganda, there were up to 1000 civilians…”
The same situation occurred in early April, after the liberation of Bucha. Rashists still deny responsibility and shift the blame to Kyiv.
Conclusion: shifting the responsibility for all the abuses against civilians is a disinformation strategy of russian propaganda!
