Russia’s “golden visa” program has failed
In 2023, Russia launched a “golden visa” program to attract wealthy foreign investors. However, over two years, only 40 people have applied for the right to reside in Russia in exchange for investment.
Moreover, the number of applicants has been declining each year: in 2023, there were 24 applicants, in 2024—14, and in the first two months of 2025—only two. Russia initially aimed to attract 52 billion rubles through the program over two years but has managed to secure only 2.66 billion rubles.
Earlier, the Center reported that repatriates are in no hurry to return to Russia. In 2024, only 52 people relocated from Ukraine to Russia.
The statistics clearly show that foreign investors are reluctant to invest in a country where business interests are not protected, and prolonged sanctions make such ventures not only risky but also unprofitable.
