During monitoring of the information space, the Center for Countering Disinformation identified the website EuLosses, whose activities are directed at discrediting the sanctions policy of the European Union member states toward the russian federation.

According to Whois data, the website was registered on June 23, 2025, through the russian hosting provider Reg.ru (moscow). At the same time, information about the owners and administrators of the resource is deliberately concealed, making their identification impossible.

The content of the website demonstrates signs of informational bias. A significant share of the published materials focuses on the alleged «economic losses» of the European Union countries related to the sanctions policy toward russia. To convey such information, the website uses visualisations and comparisons that may have a manipulative character or appeal to emotions. Meanwhile, the context of the sanctions’ introduction and their impact on the russian economy is not disclosed in the presented materials.

The EuLosses website employs a manipulative technique in the section «What Could the EU Have Built with This Money?». Here, the alleged financial losses from sanctions are deliberately presented in the form of emotionally appealing yet manipulative comparisons.

For instance, it is claimed that with the funds the EU allegedly lost due to the sanctions policy against russia, it could have built 500,000 wind turbines and fully transitioned to renewable energy, constructed 50 aircraft carriers to enhance its naval potential, or completely resolved the issue of homelessness.

This approach may create a false contrast and an emotionally reinforced sense of «lost opportunities», juxtaposing the EU’s support for Ukraine and its sanctions policy against the fulfilment of internal needs (social programmes, infrastructure, healthcare). The use of hypothetical and simplified scenarios can generate the perception of the futility of sanctions and stimulate public dissatisfaction, diverting attention from the real strategic objectives of economic pressure on the aggressor state.

Particular attention should be given to the multilingual nature of the EuLosses website, whose content is available, among others, in English, French, Spanish, Italian, and Polish. This circumstance indicates a deliberate intention to reach the widest possible audience across the key member states of the European Union.

In addition, information about the website is deliberately disseminated and targeted in the languages of key EU member states – German, Polish, Czech, Lithuanian, Hungarian, and others.

At the same time, it has been established that the dissemination of EuLosses content occurs, in particular, through russian networks previously identified by the Center as being used for destructive information influence. Among these are the InfoDefense network of Telegram channels and the websites of the Pravda network.

Although the available data do not allow for a direct link between the resource and russian intelligence services, the combination of factors – deliberate concealment of ownership, registration through a russian provider, and coordinated dissemination – indicates signs of a deliberate hostile information operation.

Considering the identified characteristics, the EuLosses website may be regarded as an instrument of information influence aimed at undermining the unity of the European Union countries in their support for Ukraine.
