russia increases spending on “soft power” abroad
moscow has significantly increased funding for the “rossotrudnichestvo” programs — a state structure aimed at spreading russian propaganda worldwide through so-called cultural centers. According to media reports, in just part of 2025, this structure spent at least 412 million rubles (approximately $5 million), which is one and a half times more than last year. This is the highest figure in the last 14 years.
▫️ The main resources go to the “new generation” program, under which foreign students, journalists, bloggers, activists, and entrepreneurs are brought to russia for “cultural exchange.” As part of the program, they, in particular, attend training sessions at kremlin propaganda media such as RT and sputnik.
▫️ A special focus is placed on Global South countries. Through such programs, russia seeks to create a network of loyal media professionals, politicians, and public figures who will promote kremlin-approved messages and influence public opinion about russia’s policies in their countries.
kremlin assures that “rossotrudnichestvo” is exclusively “cultural diplomacy,” but in practice, it is one of the tools of hybrid warfare. Under the guise of “educational and cultural programs,” kremlin prepares agents of influence and promotes its propaganda abroad.
