russian information resources are spreading, including in the English-language information space of the EU, a fake about Estonia providing «zero aid» to Ukraine.
Pro-kremlin media and disinformation networks refer to a table from Ukraine’s Ministry of Finance, claiming that Tallinn ranked last among donors and has not provided Ukraine with «a single dollar» since the beginning of the full-scale invasion.
In reality, this manipulation is based on conflating different types of support. The reporting of Ukraine’s Ministry of Finance covers only direct concessional loans and grants that were transferred directly to the general fund of the state budget. It does not take into account military assistance, weapons transfers, reconstruction projects, humanitarian aid, spending on refugees, or contributions through EU funds.
By presenting a figure covering only one type of financing as the total volume of support, russian propaganda conceals the fact that Estonia’s overall aid to Ukraine in 2022–2027 amounts to €1.41 billion. More than €810 million of this is direct military assistance, while non-military support and reconstruction account for more than €420 million. Tallinn has committed to providing Ukraine with annual military assistance worth at least 0.25% of its GDP and has allocated more than 3% of its GDP to aid for Ukraine overall, making Estonia one of the world leaders by this measure.
The goal of this information attack by russia is to sow distrust and drive a wedge between Kyiv and its most steadfast partners.
