russia recruits “one-time agents” through Telegram in the EU
According to reports from European media, russian special services are using Telegram to quickly hire operatives for minor sabotage in Europe.
▫️ russian media resources deliberately “pull” audiences from other social networks into Telegram to target propaganda and recruit users for “one-off” operations.
▫️ Recruitment takes place through pro-russian channels with large audiences, where loyal users are “filtered” in private chats and assigned tasks for a small reward. This creates a “pool” of contacts for quick assignments, making it harder to identify the client and shifting the risks onto the operative.
The goal is to create a network of low-cost influence agents capable of carrying out minor but high-profile actions aimed at creating pressure on public security in the EU and discrediting support for Ukraine.
The Center previously reported on the kremlin’s global deployment of recruitment chains under the guise of “cooperation” and “employment,” particularly in Africa and Latin America.
