One of the significant results of the NATO summit in Vilnius on July 11-12 was the decision of the G7 key group to approve the framework document “Joint Declaration of Support for Ukraine” with security guarantees for Ukraine. The corresponding message refers to long-term commitments that will focus on providing Ukraine with resources capable of defending the country now, as well as deterring russian aggression in the future. The first stage of negotiations with the USA took place on August 3, where the Ukrainian delegation was headed by the head of the Office of the President of Ukraine Andriy Yermak.<\/p>\n\n\n\n
However, the practical implementation of intentions important for Ukraine turned out to be not so simple, because the leaders of the Alliance did not agree on specific parameters of “security guarantees”, but their framework. Specific bilateral agreements were planned to be signed later.<\/p>\n\n\n\n
Therefore, as the official representative of the EU foreign policy service in Brussels stated, providing security guarantees for Ukraine is not the prerogative of the European Union because it is not a defense organization. According to P. Stano, the European Union supports Ukraine in several fields, including the military sphere, in particular by financing the supply of weapons to protect against russian aggression, but it is not a guarantor of security by itself. The intensification of pre-election races in the USA and the uncertainty of their results pose the most important question to the Ukrainian authorities – will support for Ukraine change if D. Trump or another candidate would be elected as the new president of the United States instead of J. Biden?<\/p>\n\n\n\n
The current administration of the White House was also concerned about this issue. That is why the response to the American mass media by the spokesperson of the US State Department, M. Miller, at the briefing on August 9 was so characteristic. He noted that the bilateral agreements between Ukraine and the USA on security guarantees will be fixed so that they will operate regardless of who will be the president of the United States. This will allow maintaining the direction and volume of support for Ukraine even in the event of D. Trump being elected as the new president of the United States. After all, in his pre-election rhetoric, Trump repeatedly emphasized the immediate termination of support for Ukraine in the event of his election as US president. Equally important in the comments of the spokesperson of the State Department was the confirmation of the readiness of the American administration to undertake the coordination of such a strategy with other allies and partners in the Alliance, in order to make it impossible to change the long-term obligations regarding the security of Ukraine if the government change there. Currently, the administration of the American president is conducting discussions about bilateral security commitments with supporters of the Democratic Party in the US Congress, whose vote will depend on the final decision on providing aid and support to Ukraine. There is reason to hope that the US president’s initiative will be supported in Congress, which previously always agreed with the decisions of the White House regarding military support to Ukraine. Even the leader of the competing Republican Party in the US Senate, M. McConnell, said that the United States should accelerate the delivery of military aid to Ukraine. It also became known that the US will soon announce a new $200 million aid package to Ukraine, which will be the first tranche of $6.2 billion previously allocated under the powers of the US president.<\/p>\n\n\n\n
It is worth noting that the document recorded by the Group of Seven is not a collective agreement, as was the case with the Budapest Memorandum, but interstate security obligations between Ukraine and the signatory country. Each G7 country will offer its scenario of support to Ukraine within different limits and in different formats. Currently, in addition to the USA, Great Britain, France and Germany, Denmark, Finland, Iceland, Norway, Sweden, Spain, the Czech Republic, the Netherlands, Belgium, Romania and Portugal have joined the declaration. Latvia also joined the G7 declaration in support of Ukraine on August 9. Austria, Malta, Ireland, which officially declare their neutral status, and Hungary, which in principle does not provide any military support to Ukraine, belong to the countries that have not supported security and economic assistance to Ukraine.<\/p>\n\n\n\n
\u2757\ufe0fNegotiations with the USA on issues of security obligations, as the largest strategic partner of Ukraine, should become a fundamental decision in matters of deterring the aggressor and an example for other partner countries. Of course, this strategic document between the two states will not replace full membership in NATO but will become a fixed-guarantee of support until Ukraine joins NATO, regardless of the change of political power in the USA and European countries. In addition, the provision of security guarantees will definitely enhance Ukraine’s progress towards its future membership in the Euro-Atlantic Community and the North Atlantic Alliance and can be a “transitional period” before that entry.<\/p>\n","protected":false},"excerpt":{"rendered":"
