Now, however, he merely stated: \u201cI think the situation will gradually improve.\u201d At the same time, he insisted that \u201cthe foundations of russia\u2019s energy sector are very strong and reliable\u201d \u2014 a phrase that, in practice, amounts to an attempt to shift responsibility by suggesting that the \u201creliable system\u201d will somehow solve the problem on its own.<\/p>\n
This shift in rhetoric indicates that the kremlin leadership has effectively lost control of the situation and has resorted to a \u201cthings will somehow work out\u201d approach.
