{"id":46672,"date":"2026-05-05T16:34:07","date_gmt":"2026-05-05T13:34:07","guid":{"rendered":"https:\/\/cpd.gov.ua\/?p=46672"},"modified":"2026-05-05T16:39:05","modified_gmt":"2026-05-05T13:39:05","slug":"canadian-senate-highlighted-the-ccds-experience-in-countering-information-threats-from-russia","status":"publish","type":"post","link":"https:\/\/cpd.gov.ua\/en\/events-en\/canadian-senate-highlighted-the-ccds-experience-in-countering-information-threats-from-russia\/","title":{"rendered":"Canadian Senate highlighted the CCD&#8217;s experience in countering information threats from Russia"},"content":{"rendered":"<p>The Disinformation Countermeasures Center\u2019s Experience is mentioned in a major Senate <a href=\"https:\/\/sencanada.ca\/content\/sen\/committee\/451\/SECD\/reports\/ReportRussiaDisinformation_e.pdf\">report<\/a> on the russian threat<\/p>\n<p>The Senate of Canada\u2019s Standing Committee on National Security, Defence and Veterans Affairs has published an official report entitled \u201cRussia\u2019s Disinformation: Understanding the Challenge, Strengthening Canada\u2019s Response.\u201d The document, which sets out a strategy for countering hostile narratives, places significant emphasis on Ukraine\u2019s expertise and experience, including statements by Anayit Khoperia, Deputy Head of the Disinformation Countermeasures Center of the National Security and Defense Council of Ukraine.<\/p>\n<p>The Center\u2019s testimony has become an important part of the analysis of Russian information threats at the global level. The Canadian Senate report highlighted several key points from the CPS representative:<\/p>\n<p>\u25ab\ufe0fDisinformation as a weapon: Russian disinformation has become a real operational weapon, deployed even before the advent of tanks and missiles, to justify aggression, divide allies, and undermine public trust.<\/p>\n<p>\u25ab\ufe0fExploitation of vulnerabilities: Russia purposefully seeks out weak points in each country \u2014 social divisions, political tensions, and economic fears \u2014 and uses them against societies themselves.<\/p>\n<p>\u25ab\ufe0fArtificial intelligence: Since 2022, Russia\u2019s ability to use artificial intelligence technologies in its disinformation campaigns has increased significantly.<\/p>\n<p>\u25ab\ufe0fThe importance of open communication: Transparency builds trust, and citizens become more resistant to manipulation when the government communicates with them clearly and openly.<\/p>\n<p>\u25ab\ufe0fNeed for a centralized approach: Counter-disinformation efforts should not be fragmented across ministries or reduced to reactive initiatives.<\/p>\n<p>\u25ab\ufe0fInternational coordination: Since Russian narratives easily adapt to different languages \u200b\u200band platforms, international cooperation is critical to exposing them.<\/p>\n<p>The aforementioned testimony of Anayit Hoperia, Deputy Director of the Center for Countering Disinformation, in an official report to the Senate of Canada, once again confirms that Ukrainian experience in information warfare is invaluable for the entire democratic world.
