Although responsibility for the attack was immediately claimed by a unit of the international terrorist organization ISIS, the russian authorities have spent the past two years attempting to implicate Ukraine.<\/p>\n<p>In fact, it is the kremlin that maintains close and consistent ties with ISIS and other Islamist organizations, such as the Taliban, Hezbollah, and Hamas.
