In the most recent monitoring period (summer 2025 to February 2026), 41 additional incidents were recorded.<\/p>\n
\u25ab\ufe0f Approximately 95% of the perpetrators are \u201clone agents\u201d formally unaffiliated with russian intelligence. This tactic complicates investigations and allows the kremlin to distance itself from the crimes.<\/p>\n
\u25ab\ufe0f The attacks span nearly all of Europe. The highest number of incidents occurred in Poland \u2014 31 cases; followed by France (20), Lithuania and Germany (15 each), the United Kingdom (12), and Estonia (11). Notably, more than half of the attacks targeted countries that are among the most active supporters of Ukraine.<\/p>\n
