Of more than 650 destroyed residential buildings, only 76 have been rebuilt for residents. Around 20,000 families are on the housing waiting list, and over 7,000 people cannot even register due to bureaucratic and legal obstacles. Some buildings formally marked for restoration have not been repaired for four years.
