At the peak of the New Year holidays, the number of incidents reached up to 26 per day, with more than 200 serious emergencies occurring in the first eight days of the year alone.<\/p>\n<p>\u25ab\ufe0f The authorities explain the situation by citing \u201cabnormal weather\u201d or \u201clocal technical malfunctions.\u201d However, the underlying cause is far deeper: the chronic deterioration of infrastructure.
