{"id":40251,"date":"2025-08-25T14:45:19","date_gmt":"2025-08-25T11:45:19","guid":{"rendered":"https:\/\/cpd.gov.ua\/?p=40251"},"modified":"2025-11-21T11:26:03","modified_gmt":"2025-11-21T09:26:03","slug":"analytical-report-information-influence-of-the-russian-federation-in-the-republic-of-poland","status":"publish","type":"post","link":"https:\/\/cpd.gov.ua\/en\/report\/analytical-report-information-influence-of-the-russian-federation-in-the-republic-of-poland\/","title":{"rendered":"Analytical Report \u00abInformation Influence of the russian federation in the Republic of Poland\u00bb"},"content":{"rendered":"<p>The Center for Countering Disinformation conducted monitoring and analysis of Poland\u2019s information space with the aim of identifying key individuals, media and information resources that may promote narratives in line with russian propaganda, as well as activities that could be exploited by the kremlin\u2019s propaganda apparatus.<\/p>\n<p><strong>As a result of the conducted analysis, the Center has drawn the following conclusions:<\/strong><\/p>\n<p><strong>Three individuals have been identified whose statements russia may use as propaganda tools for its own purposes<\/strong><\/p>\n<p><strong>Mateusz Piskorski<\/strong><\/p>\n<p><img fetchpriority=\"high\" decoding=\"async\" class=\"size-full wp-image-40254 alignleft\" src=\"https:\/\/cpd.gov.ua\/wp-content\/uploads\/2025\/08\/1-2.jpg\" alt=\"\" width=\"262\" height=\"262\" \/><\/p>\n<ul>\n<li>In 2007, M. Piskorski founded and headed the European Center for Geopolitical Analysis, which, according to an OCCRP journalistic investigation, received a transfer of \u20ac21,000 of russian origin in 2017.<\/li>\n<li>In 2014, M. Piskorski led a group of \u00abindependent observers\u00bb during the so-called referendum in Crimea.<\/li>\n<li>In February 2015, M. Piskorski expressed his protest against the refusal to admit into Poland the so-called \u00abguests from eastern Ukraine\u00bb, who, according to his words, were \u00abfighting against the fascist regime in Ukraine\u00bb.<\/li>\n<li>According to data from the Polish criminal investigation concerning M. Piskorski, the Zmiana political party headed by him, was controlled and financed by russian intelligence and was used by it to carry out operational tasks.<\/li>\n<li>In May 2016, M. Piskorski was detained by officers of the Internal Security Agency of Poland and charged with espionage for the russian and Chinese intelligence services.<\/li>\n<li>Piskorski also provided commentary to russian state media \u2013 the Sputnik news agency and the RT television channel.<\/li>\n<\/ul>\n<p><strong>Katarzyna Soko\u0142owska<\/strong><\/p>\n<p><img decoding=\"async\" class=\" wp-image-40257 alignleft\" src=\"https:\/\/cpd.gov.ua\/wp-content\/uploads\/2025\/08\/2-1.png\" alt=\"\" width=\"254\" height=\"269\" \/><\/p>\n<ul>\n<li>Soko\u0142owska is the founder and permanent head of the Wo\u0142y\u0144 Pami\u0119tamy Fundacja, whose activities are likely focused on inciting Polish-Ukrainian enmity.<\/li>\n<li>The Digital Forensic Research Lab (DFRLab) recorded in its research that in 2022, the Wo\u0142y\u0144 Pami\u0119tamy Fundacja launched an anti-Ukrainian campaign on Facebook.<\/li>\n<li>According to data from the Polish journalistic investigation FrontStory, K. Soko\u0142owska is capable of almost monopolising public discourse on sensitive topics. For instance, during the days when the world found out about the massacre in Bucha, her accounts generated 65% of all traffic on Polish X (Twitter) related to the topic of <strong>\u00ab<\/strong>Wo\u0142y\u0144<strong>\u00bb<\/strong>, effectively diverting attention from russia\u2019s ongoing war crimes.<\/li>\n<\/ul>\n<p><strong>Konrad R\u0119kas<\/strong><\/p>\n<p><img decoding=\"async\" class=\" wp-image-40260 alignleft\" src=\"https:\/\/cpd.gov.ua\/wp-content\/uploads\/2025\/08\/3-1.png\" alt=\"\" width=\"259\" height=\"261\" \/><\/p>\n<ul>\n<li>R\u0119kas served as Deputy Chairman of the Zmiana party and he is also a member of the European Center for Geopolitical Analysis (ECAG) \u2013 an organisation that may promote pro-russian views.<\/li>\n<li>R\u0119kas is a regular contributor to the My\u015bl Polska newsweekly, where he publishes articles that may contain anti-Ukrainian and anti-Western views. In addition, K. R\u0119kas regularly gives interviews as a \u00abPolish expert\u00bb to the \u00ab\u0423\u043a\u0440\u0430\u0438\u043d\u0430.\u0440\u0443\u00bb media outlet.<\/li>\n<li>In 2025, K. R\u0119kas was included in a list of 25 individuals suspected of spreading kremlin propaganda, which a special state commission investigating russian influence submitted to the Internal Security Agency (Agencja Bezpiecze\u0144stwa Wewn\u0119trznego) for further investigation.<\/li>\n<\/ul>\n<p><strong>Three media sources have also been identified whose materials russia may use as propaganda tools for its own purposes:<\/strong><\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"size-full wp-image-40264 aligncenter\" src=\"https:\/\/cpd.gov.ua\/wp-content\/uploads\/2025\/08\/12345.jpg\" alt=\"\" width=\"729\" height=\"516\" \/><\/p>\n<p>In 2022, the Internal Security Agency (Agencja Bezpiecze\u0144stwa Wewn\u0119trznego) added the domains dziennik-polityczny.com, myslpolska.info, and wolnemedia.net, together with pl.sputniknews.com and ria.ru, to the list of blocked resources under the laws on counter-terrorism and the protection of national security.<\/p>\n<p><strong>In addition, seven Telegram channels have been identified whose materials russia may use as propaganda tools for its own purposes:<\/strong><\/p>\n<p>Uk\u0142ad Warszawski<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\" wp-image-40268 alignleft\" src=\"https:\/\/cpd.gov.ua\/wp-content\/uploads\/2025\/08\/7-1.png\" alt=\"\" width=\"237\" height=\"232\" \/><\/p>\n<p>It is likely a rebranding of the russian propaganda platform NewsFront Polska \u2013 the Polish-language version of the russian propaganda platform NewsFront, which may be funded by russian state security services, including the fsb.<\/p>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n<p>Siostry Jasnowidzki<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"size-full wp-image-40271 alignleft\" src=\"https:\/\/cpd.gov.ua\/wp-content\/uploads\/2025\/08\/8-1.png\" alt=\"\" width=\"240\" height=\"238\" \/><\/p>\n<p>According to open-source data, this Telegram channel is one of the most influential pro-kremlin voices in the Polish segment of Telegram and is described as one that \u00abdisseminates conspiratorial, anti-European, and anti-Ukrainian content\u00bb.<\/p>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n<p>Ruch Oporu<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\" wp-image-40275 alignleft\" src=\"https:\/\/cpd.gov.ua\/wp-content\/uploads\/2025\/08\/9-1.png\" alt=\"\" width=\"236\" height=\"236\" \/><\/p>\n<p>According to the report by the Polish information and educational portal Disinfo Digest, it was involved in a russian operation aimed at spreading a fake order allegedly issued by the Polish command regarding supposed plans to invade western Ukraine.<\/p>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n<p>Olej w G\u0142owie<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\" wp-image-40281 alignleft\" src=\"https:\/\/cpd.gov.ua\/wp-content\/uploads\/2025\/08\/10-1.png\" alt=\"\" width=\"235\" height=\"233\" \/><\/p>\n<p>The channel contains a link to a bot designed to \u00abfacilitate financial support for the channel\u00bb. Analysis of the link indicates that the bot\u2019s description is provided in russian, and contributions can be made only in roubles.<\/p>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n<p>Ci\u0119\u017cka Artyleria<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\" wp-image-40284 alignleft\" src=\"https:\/\/cpd.gov.ua\/wp-content\/uploads\/2025\/08\/11-1.png\" alt=\"\" width=\"235\" height=\"235\" \/><\/p>\n<p>According to open-source data, throughout 2022 the Ci\u0119\u017cka Artyleria Telegram channel focused on inciting enmity, falsely claiming that Ukrainian refugees allegedly receive more privileges than Poles and that their behaviour poses a threat to Poland.<\/p>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n<p>NewsFactoryPL<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\" wp-image-40287 alignleft\" src=\"https:\/\/cpd.gov.ua\/wp-content\/uploads\/2025\/08\/12-1.png\" alt=\"\" width=\"236\" height=\"236\" \/><\/p>\n<p>According to the report by the Polish information and educational platform Disinfo Digest, the NewsFactoryPL Telegram channel publishes texts containing unnatural errors in Polish syntax or words that do not fit the context.<\/p>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n<p>Ubojnia Polin<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\" wp-image-40289 alignleft\" src=\"https:\/\/cpd.gov.ua\/wp-content\/uploads\/2025\/08\/13-1.png\" alt=\"\" width=\"237\" height=\"237\" \/><\/p>\n<p>According to the 2023 study by the Digital Methods Initiative, Ubojnia Polin was included in the list of 22 Telegram channels that disseminate hostile materials about Ukrainians, as well as extremist anti-Ukrainian or anti-government messages that support the kremlin\u2019s efforts.<\/p>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n<p><strong>As a result of the conducted analysis, a number of narratives similar in meaning to russian propaganda were identified, which may be used by russia to polarise Polish society and manipulate public opinion regarding russia\u2019s war against Ukraine:<\/strong><\/p>\n<p><strong>\u00abthe actions of Ukrainians raise questions about the need to support refugees\u00bb<\/strong><\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\" wp-image-40291 aligncenter\" src=\"https:\/\/cpd.gov.ua\/wp-content\/uploads\/2025\/08\/14-1-870x1024.png\" alt=\"\" width=\"524\" height=\"617\" srcset=\"https:\/\/cpd.gov.ua\/wp-content\/uploads\/2025\/08\/14-1-870x1024.png \/><\/p>\n<p><strong>\u00abthe Polish government, under the pretext of helping Ukrainians, ignores the needs of Poles themselves\u00bb<\/strong><\/p>\n<p><img loading=\"lazy\" decoding=\"async\" width=\"388\" height=\"891\" \/><\/p>\n<p><strong>The analysed accounts employ the following tools to disseminate messages and engage with their audiences:<\/strong><strong>\u00a0<\/strong><\/p>\n<ul>\n<li>whataboutism and manipulative contrasts;<\/li>\n<li>adaptation to regional cultural contexts and existing biases;<\/li>\n<li>disinformation content;<\/li>\n<li>references to dubious or pro-kremlin sources;<\/li>\n<li>provocative language and rhetoric, which can be characterised as hate speech;<\/li>\n<li>use of humour, satire, and trolling;<\/li>\n<li>manipulative use of information about real events;<\/li>\n<li>use of anti-Western rhetoric.<\/li>\n<\/ul>\n<p><strong>\u00a0<\/strong><strong>Some examples of the use of these tools are as follows:<\/strong><\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\" wp-image-40320 aligncenter\" src=\"https:\/\/cpd.gov.ua\/wp-content\/uploads\/2025\/08\/24-1.png\" alt=\"\" width=\"337\" height=\"455\" \/><\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\" wp-image-40322 aligncenter\" src=\"https:\/\/cpd.gov.ua\/wp-content\/uploads\/2025\/08\/25-1.png\" alt=\"\" width=\"334\" height=\"562\" \/><\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\" wp-image-40324 aligncenter\" src=\"https:\/\/cpd.gov.ua\/wp-content\/uploads\/2025\/08\/26-1.png\" alt=\"\" width=\"333\" height=\"406\" \/><\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\" wp-image-40326 aligncenter\" src=\"https:\/\/cpd.gov.ua\/wp-content\/uploads\/2025\/08\/27-1.png\" alt=\"\" width=\"375\" height=\"316\" \/><\/p>\n<h3 style=\"text-align: center;\"><strong>General conclusion<\/strong><\/h3>\n<p>Monitoring of Poland\u2019s information space revealed the activity of diverse sources \u2013 ranging from media outlets and public figures to anonymous accounts that systematically disseminate narratives in line with russian propaganda.
