The main goal of this \u201creform\u201d is to cut state subsidies and free up more funds for the war effort.<\/p>\n<p>Currently, the state compensates for artificially low household tariffs at the expense of industry, small businesses, and public institutions. The new rules will abolish preferential rates, restrict social electricity consumption norms, and reduce the number of categories eligible for discounts.<\/p>\n<p>The kremlin expects these changes to save 160 billion rubles (around $2 billion). However, the savings will come at the expense of vulnerable groups \u2014 low-income families, pensioners, and rural residents.<\/p>\n<p>The russian government has long been cutting social programs to fund the war: healthcare, education, and welfare budgets have already been slashed \u2014 and now, even discounted electricity rates will be sacrificed.
