Three new thermal power plants \u2014 in Semey, Kokshetau, and Ust-Kamenogorsk \u2014 are being built without the participation of russian companies, as was originally planned. Another new plant, in Uralsk, is being developed with the involvement of Chinese investors.<\/p>\n<p>\u25ab\ufe0fNot long ago, moscow generously financed similar infrastructure projects abroad. Through companies like Inter RAO and other state structures, the kremlin built power stations in post-soviet countries, using energy as a tool of political influence and \u201csoft power.\u201d<\/p>\n<p>\u25ab\ufe0frussia can no longer afford such spending. Sanctions, isolation, and enormous military expenditures have deprived it of financial resources and partners\u2019 trust.
