On October 3-4, the 15th International Security Forum To Be Secure (2BS) was held in Budva, Montenegro, with the support of NATO.<\/p>\n

The To Be Secure Forum (2BS) is an annual international security conference organised under the auspices of the Atlantic Council of Montenegro. It is one of the key platforms in South-Eastern Europe for discussing global and regional security challenges, defence issues, transatlantic partnership, and Euro-Atlantic integration.<\/p>\n

The event traditionally brings together senior officials from NATO and EU member states, representatives of governments, international organisations, think tanks, leading experts, diplomats, and journalists. The 2BS Forum serves as an important platform for shaping strategic security decisions, strengthening international dialogue, and fostering coordination between countries of the region and transatlantic partners.<\/p>\n

In 2025, the Center for Countering Disinformation was represented at the forum by Kyrylo Viktorov, Head of the Department for Countering Information Threats to National Security, who spoke as a panelist in the discussion \u00abCognitive Battlespaces: Rethinking Strategic Communication and Resilience in a Multi-Vector Environment\u00bb.<\/p>\n

During his speech, Kyrylo Viktorov outlined the evolution of Ukraine\u2019s approach to countering russian information aggression since 2014. He highlighted five key lessons, among them the institutionalisation of the state response through the establishment of the Center for Countering Disinformation in 2021, as well as the adoption of fundamental documents in the field of information and cybersecurity, including the Information Security Strategy and the Cybersecurity Strategy of Ukraine.<\/p>\n

A separate focus was placed on strategic communications, particularly on effective engagement with young audiences on popular social media platforms such as TikTok.<\/p>\n

Overall, the participation of the Center for Countering Disinformation in the 15th To Be Secure Forum (2BS) became an important opportunity to present Ukraine\u2019s experience in countering information threats and to draw the attention of the international community to the dangers of russian propaganda and hybrid influence.<\/p>\n","protected":false},"excerpt":{"rendered":"
