The kremlin presents it as a \u201chumanitarian initiative\u201d for the development of education and the strengthening of \u201cfriendship among nations.\u201d In reality, it is part of a soft power strategy: through educational programs, russia fosters an environment of loyalty to itself, promotes the russian language, and advances its own narratives.<\/p>\n<p>Notably, for the kremlin, it is more important to invest resources in propaganda abroad than to address domestic issues. Within russia itself, the shortage of educational staff is reaching alarming levels: up to 30% of teaching positions in schools are vacant.
