In the temporarily occupied territories, the cost of certain services has jumped by as much as 31%. state duma claims the reason is the \u201cdeterioration of soviet-era infrastructure\u201d that needs to be upgraded \u2014 partially at the public\u2019s expense.<\/p>\n<p>Such statements from russian officials \u2014 who are pouring an astronomical budget into the war against Ukraine \u2014 sound absurd. Instead of modernizing their own infrastructure, they have funneled massive sums into destroying Ukraine\u2019s.
