This is an unusual practice for russia. Previously, recruitment was done either directly through military commissariats or through semi-legal groups like the wagner pmc.<\/p>\n<p>Heavy losses of russian army in Ukraine require constant replenishment of personnel with new \u201cvolunteers.\u201d However, fewer people are willing to fight even for large sums of money, and attempts to recruit through private structures indicate that russia\u2019s regions are struggling to meet kremlin plans.
