The program, presented by kremlin as a reward for service and a social elevator for veterans of the war against Ukraine, in reality accepts only those loyal to the authorities.<\/p>\n<p>\u25ab\ufe0fFor example, in the kaluga region, out of more than 300 applications from war participants, only 50 were accepted. The rest were rejected \u2014 as russian military-linked Telegram channels report, five out of six candidates were \u201cobviously disloyal.\u201d Therefore, they were deemed unfit to represent russia\u2019s \u201cnew elite.\u201d Behind the facade of \u201csystem renewal\u201d through admitting military personnel to power lies kremlin\u2019s attempt to strengthen its control.<\/p>\n<p>kremlin is not creating a new elite \u2014 it selects obedient people who will actively promote the government\u2019s line once in office.
