As a result, starting in 2026, measures will be introduced to \u201cimprove the quality of paid university admissions,\u201d raise entry requirements for pedagogical universities, implement \u201chybrid forms of education,\u201d and more.<\/p>\n<p>Facing a severe labor shortage in both the army and the military-industrial complex due to the war against Ukraine, the Kremlin seeks to reshape the education system.
